ОРГАНИЗАЦИЯ

1. Официальные международные соревнования организуются только национальными федерациями, которые являются членами C.I.P.S .. Принимающая Федерация несет официальную ответственность за данный чемпионат.
   
   
2. Только члены национальной федерации, связанные с C.I.P.S. и F.I.P.S.e.d. которые в полной мере оплатили свои ежегодные членские взносы, могут быть допущены к участию; их федерации выбирают состав сборной.
   
   Что касается национальных Сборных, то спортсмены Сборной должны иметь ту же национальность, что и страна, которую они представляют. Может быть только один (1) иностранный гражданин - участник сборной.
   В любом случае иностранные участники могут быть частью национальной Сборной только при условии соблюдения следующих требований:
   
   • - Участник должен проживать в указанной стране не менее 5 лет, и он / она должен иметь официальный документ, подтверждающий это;
   • - Заявка на его участие должна быть отправлена Сборной, которую хочет представлять спортсмен.
   • Участники всегда должны иметь возможность доказать свое гражданство посредством удостоверений личности или паспортов.
   • Все подтверждающие документы должны быть подготовлены до первого собрания капитанов Сборных.
   • Любой спортсмен, который уже участвовал в чемпионате мира или в любом международном соревновании, представляющем Сборную, не должен участвовать в соревнованиях для любой другой Сборной.
   • Только Сборные, являющиеся членами национальных федераций, могут принимать участие в Чемпионатах Мира, Зональных Чемпионатах (Европы и так далее)
   • Чтобы подать заявку на организацию Чемпионата, рассматриваемая нация должна иметь опыт участия не менее одного раза, за предыдущие три года, в Чемпионате, который они желают организовать.
   • Предварительная программа обязательна и должна быть отправлена в секретариат F.I.P.S.e.d. до 31 октября года, предшествующего году проведения Чемпионата.
   • За исключением Мировых Рыболовных Игр, F.I.P.S.e.d. официально обязана предоставить печатные материалы, сертификаты и рейтинги для присуждения званий за все чемпионаты; поэтому государство-организатор оплачивает все расходы на питание и проживание (проживание, питание и заключительный гала-ужин) лица, выполняющего такие задачи. Проживание представителя F.I.P.S.e.d может начаться накануне соревнований и закончиться на следующий день после заключительного обеда; F.I.P.S.e.d. оплачивает соответствующие расходы.

   • Организация Чемпионата Мира не может быть предоставлена стране, в которой не действует (запрещен) закон "поймал-отпусти" и в которой рыба не возвращается живой в водоем, после подсчета и взвешивания.
   • Государство, организующее чемпионат мира, или зоны, несет ответственность за приобретение кубков, которые будут оплачиваться F.I.P.S.e.d .; государство-организатор должна предусмотреть 3 кубка за места для Сборных, 6 кубков за места для «парных» соревнований и 2 кубка для «двойки», поймавшей самую большую рыбу турнира.
   • F.I.P.S.e.d. возместит расходы на приобретение кубков, в размере не более 550 евро за 11 кубков. В таких кубках должна быть вставка с эмблемой «F.I.P.S.e.d.», или эмблемой F.I.P.S.e.d. и местом и датой чемпионата. Для подтверждения расходов, связанных с приобретением кубков, потребуется предоставление квитанций. Если вышеуказанные требования (касающиеся вставки / логотипа) не соблюдены, F.I.P.S.e.d. не возмещает никакие деньги. F.I.P.S.e.d. обязуется предоставить медали.
   • Программы и приглашения на все чемпионаты должны направляться только в страны, которые являются членами F.I.P.S.e.d. (приглашения не направляются клубам или отдельным лицам).
3. Каждому государству - члену C.I.P.S., разрешается выставить только одну сборную на Чемпионат Мира для наций, Чемпионате мира среди женщин и Чемпионат Мира для юношей (U22), который пройдет впервые в 2024 году, состоящую из трех «двоек» участников (карповая ловля - парный вид спорта). Никому не разрешается участвовать в качестве физического лица. Максимально двое запасных разрешены для каждой сборной. Если участник заменен, замена должна быть окончательной. Замена участников по техническим, или медицинским причинам, выполняется под наблюдением судей. Запасные могут попасть в сектор со своим снаряжением, но без своих наживок и прикормок.
   Существует возможность заменить одного, или двух членов «двойки». Также разрешено заменить двух участников, принадлежащих двум различным «парам», двумя официальными запасными. Допускается максимум две замены. Замена одного участника из основной двойки на спортсмена из другой основной двойки запрещена. Ни при каких обстоятельствах, во время соревнований, замененный участник не может быть впоследствии реинтегрирован обратно в команду.
   С 2024 года будет учрежден чемпионат мира по ловле карпа среди юношей до 22 лет. В данном чемпионате будет иметь право участвовать молодежь в возрасте от 18 до 22 лет, то есть те, кому на 31 декабря года, предшествующего чемпионату, не исполнилось 22 и не исполнилось 18 лет (родившиеся с 2022 по 2005 годы включительно).
   
   
   
4. Соревнования организуются в водотоках, таких как реки, каналы, или на подходящих водоемах, таких как озера и т. д .;
   Должна существовать возможность разбивать сектора вдоль всей протяженности водоема. Средняя глубина места проведения турнира должна составлять не менее 1,5 метров. Минимальная ширина места проведения турнира должна составлять 100 метров для рек, если сектора расположены на одном берегу. Для всех других участков воды (без течения) минимальная ширина места проведения турнира должна составлять 100 метров, при расположении спортсменов в линию только на одном берегу, или 300 метров, если соперники располагаются на обоих берегах. Плотность популяции карпа должна быть достаточно высокой, при этом больший процент рыбы должен быть выше 4 кг.
   
   Любая возможная программа по запуску рыбы должна быть представлена в Техническую комиссию F.I.P.S.e.d. для утверждения. В любом случае, запуск рыбы должен происходить не позже, чем за 3 месяца до любого чемпионата. Видео или фотографии, документирующие операции по запуску рыбы, отправляются в Техническую комиссию F.I.P.S.e.d. .
   
   
5. Выбранное место должно обеспечивать равные условия ловли для всех участников;
   Место проведения должны быть свободны от препятствий - насколько это возможно, включая линии электропередачи, мосты и т. д., за исключением пространства между секторами;
   Зоны должны находиться на расстоянии не менее 200 метров друг от друга. Место проведения не должно представлять опасности как спортсменам, так и зрителям. Медицинские точки должны быть созданы вблизи зон. Организаторы должны обеспечить участников туалетами, душевыми и кранами с водой.
   
   При выборе места, озера должны быть предпочтительнее рек или ручьев, если они позволят разместить 30 Сборных.
   
   Один, или несколько, членов Технической комиссии, или компетентный делегат, проверяют место проведения будущего турнира, и указанная проверка должна проводиться в то же время года, что и предлагаемое для организации соревнование.
   F.I.P.S.e.d. оплачивает путевые расходы (включая билеты на самолет, поезд или автомобиль) члена (ов) технической комиссии до страны заявившей свое желание принять ЧМ, а организаторы должны покрывать все транспортные расходы из аэропорта или железнодорожного вокзала и оплачивать проживание и питание. Отчет об инспекции представляется Исполнительному комитету F.I.P.S.e.d. для оценки и утверждения. Окончательное решение об утверждении, или отказе от места проведения принимается конференции F.I.P.S.e.d. и сообщается государству-кандидату.
   
   Что касается размещения, то Сборные-участники должны иметь два варианта:
   
   1. Выбор официального размещения, предложенного Страной-организатором (необязательно). В этом случае государство-организатор должна четко указывать условия пребывания, в том числе:
      
      • стоимость полупансиона за ночь на человека, в зависимости от количества лиц, проживающих в каждой комнате, независимо от продолжительности пребывания (полный пансион не может быть обязательным);
      • Сборная, принимающая участие в ЧМ, должна указать даты пребывания их рыболовов (термин «официальное пребывание», используемый многими нациями, который начинается с четверга, никогда не появлялся в каких-либо официальных документах, и положениях, и поэтому использоваться не должен);
      • - Стоимость заключительного гала-ужина.
      Условия размещения, предложенные для Сборных, сначала утверждаются Технической комиссией.
   2. Выбор отелей самостоятельно, администрацией Сборной.
      
      Если это так, Национальные Сборные должны сообщать о своих вариантах, связанных с проживанием, стране-организатору при регистрации (в официальной регистрационной форме).
      
      В обоих случаях (с или без участия организаторов) регистрационный взнос составляет 1450,00 евро, и включает 11 заключительных гала-ужинов и 8 разрешений на рыбалку на весь период чемпионата, страхование и прочие расходы, такие как подарки, кубки, медали и т. д.
      
      Федерации, помимо медалей, предназначенных для официальных членов сборной, будет разрешено запросить на месте дополнительные медали (максимум до 3-х) для раннеров, при оплате взноса в размере 25 евро за дополнительную медаль, которая также может включать и диплом. Взносы за дополнительные медали выплачиваются организаторам , которые затем переведет сумму в FIPSed.
      Запрещено требовать больше медалей, чем указано выше.
      
      Для заключительного гала-ужина, будь то обед с обслуживанием за столиками, или ужин в стиле "шведского стола", Национальным Сборным присваивается количество мест, соответствующий количеству мест для гала-ужинов, которые они зарезервировали заранее.
      
      Если никаких подробностей о размещении не сообщено в сроки, установленные организаторами, страны-участники должны обязательно сами забронировать свои номера и все равно заплатить организаторам € 1450,00.
      
      Любое государство, которое обязалось принять участие в чемпионате, заполнив соответствующую регистрационную форму, но при этом не прибыло на место, в любом случае выплачивает взнос в размере 1450,00 евро организации принимающей стороны. Нации, не соблюдающие это положение, будет запрещается участвовать в будущих чемпионатах и организовывать их.
      
      Все Национальные Сборные должны сообщать о датах прибытия в оргкомитет Сборные-организатора по крайней мере за неделю до соревнований. Любая сборная (которая не прибыла) отсутствующая на первом собрании капитанов Сборных считается СНЯВШЕЙСЯ С ТУРНИРА и не допускается к участию в чемпионате (см. наказания в соответствии со статьей 31 § c).
      
      Вместе с программой мероприятий Организаторы должны предоставить список гостиниц, квартир, комнат и кемпингов, расположенных в пределах 20 км от места проведения мероприятия.
      
      Организаторы должны следить за тем, чтобы все регистрационные формы были должным образом заполнены и имели номера мобильных телефонов минимум одного делегата и одного капитана Сборных. Адреса и номера телефонов экстренной помощи (полиция, пожарные, больницы и т.д.) должны быть указаны в листовках программы.
   Чемпионат мира по ловле карпа среди наций обычно проводится в конце Сентября. Желательно провести Чемпионат мира по ловле карпа среди женщин в том же месте, и в то же время, что и Чемпионат Мира для Наций. Если этот невозможно, Чемпионат мира среди женщин будет проводится в июле. Все вышеуказанное может претерпевать изменения, даже существенные, в зависимости от климатических условий, условий принимающих стран и особенностей места проведения соревнований.
   
   С 2024 года будет организован Чемпионат мира по ловле карпа среди юношей, до 22 лет. Он будет организован одновременно с женским Чемпионатом Мира, желательно в июле, тогда как ЧМ по карпфишингу предпочтительнее организовывать в Сентябре.
   
   
6. Для соревнований, расстояние между зонами ловли участками каждой «двойки» (должно быть измерено от внешней ленты сектора до внешней ленты другого сектора) должно быть не менее 20 метров и максимум 60 метров. Это расстояние может быть уменьшено в соответствии с решением F.I.P.S.e.d. .
   
   Зона ловли каждой «двойки» должна состоять из ринга, размером «20 x 12 метров», который может быть использован полностью, и позволит размещение лагеря. Запрещено использования светлых и ярких цветов для палаток и зонтов (только темно-зеленый, хаки или «камуфляж»). Зона ловли должна быть четко обозначена; колья должны быть хорошо воткнуты в берег, а по сторонам должны быть зоны безопасности; кроме того, они должны быть расположены равномерно, на расстоянии 20 метров друг от друга. Аналогичным образом создается коридор D, который будет служить в качестве прохода для организаторов, членов жюри, запасных, журналистов и делегатов всех участвующих Сборных. Доступ к таким коридорам безопасности запрещен для общественности и зрителей.
   
   Капитаны Сборных - два на Сборную - могут входить в ринг своей Сборной; капитаны Сборных должны носить зеленые наспинные номера, обозначенные буквой C, что четко указывает их статус.
   Только одному капитану сборной разрешено входить внутрь ринга. Резервные спортсмены должны носить красный номер, обозначенный буквой R.
   Если сектора слишком далеки друг от друга, Международное жюри может позволить одному запасному войти в ринг.
   
   Организация должна обозначить сектор каждой «двойки» с помощью таблички, указывающей имена и национальность участников «двойки», а также количество, вес и тип каждой пойманной рыбы, обновляемую каждые 6 часов. Такие таблички предоставляются лицом, ответственным за рейтинги от Ф.И.П.С.

   

   • A Доступ разрешен для двух участников, их капитанов (по одному за раз) и членов Жюри
   • B Доступ разрешен для членов жюри, судей, запасных, капитанов страны, к которой принадлежат спортсмены, и прессы, с согласия двух участников.
   • C и D Доступ разрешен для организаторов, членов жюри, прессы, запасных, капитанов и делегатов всех Сборных, но запрещен для публики и для зрителей.
   Доступ в коридор, предназначенный для капитанов и запасных, а также выдача бейджика "Пресса" будет даваться исключительно тем лицам, которые смогут предьявить официальное удостоверение журналиста, или другой документ удостоверяющий аккредитацию предъявителя.
   
   Организаторы обязаны зарезервировать одну (или более) подходящую зону недалеко от места проведения соревнований, вдали от палаток участников, где запасные, капитаны и делегаты национальных Сборных должны установить свои палатки и припарковать свои транспортные средства.
   
   ЗАСЕДАНИЕ КАПИТАНОВ СБОРНЫХ
   
   
7. Было бы желательно, чтобы главные судьи присутствовали на собраниях капитанов Сборных.
   
   В случае отсутствия капитана или делегата Сборной, президент F.I.P.S.e.d., или делегированный представитель, должен провести жеребьевку за них.
   
   1-е заседание - Накануне начала Чемпионата
   
   Во время этого первого заседания назначается Международное жюри, в соответствии со статьей 28 настоящих Официальных правил. Затем выполняются следующие операции:
   • - Перекличка Сборных.
   • - Сборные должны принять участие в жеребьевке, в алфавитном поколичествоке, для определения поколичествока жеребьевки зон.
   • - Различные сведения о ходе чемпионата.
   • - Розыгрыш распределения пар по зонам (A, B, C)
   2-е заседание - утром, перед началом соревнований
   • - Розыгрыш секторов в зонах.
   • Последующие встречи. Во время соревнований организаторы организуют ежедневные встречи (время будет определено организаторами)
   • - Сводки о результатах чемпионата.
   • В зависимости от вопросов, которые будут обсуждаться, организаторы могут созвать внеочередное собрание.
   Замечание: Встречи капитанов - это информационные встречи, на которых предусмотрены рекомендации для соревнований. Ни при каких обстоятельствах изменения в Правилах не принимаются во время собраний капитанов. Правила могут быть изменены только комиссией F.I.P.S.e.d. на ежегодных заседаниях Исполнительного комитета, основанных на замечаниях, которые должны быть направлены в письменной форме национальными федерациями Генеральному секретарю F.I.P.S.e.d.
   
   Жеребьевка
   
   
8. Участки должны быть вычерчены не менее чем за 180 минут до начала соревнований, под наблюдением организаторов, в присутствии капитанов Сборных или делегатов каждой Сборных, и F.I.P.S.e.d. представители.
   
   Жеребьевка будет проводиться в соответствии с разбивкой, определенной заранее F.I.P.S.e.d. Указанная разбивка должна быть сделана таким образом, чтобы позволить позиционировать «двойки», принадлежащие Сборным в каждой из трех зон.
   
   
9. Сектор № 1 всегда должен быть расположен слева, если стоять лицом к водоему, а разбивка секторов будет проводится слева направо.
   
   
10. Капитанам Сборных выдается наспинный номер для каждого из их участников, составляющих «двойку».
    
    Номера для разных зон должны иметь разные цвета (кроме зеленого или красного); альтернативно, они могут иметь нейтральный цвет с разными цветными надписями для каждого сектора.
    
    Ношение наспинных номеров является обязательным.
    
    ОСНОВНЫЕ ПОЛОЖЕНИЯ
    
    
11. Каждая «двойка» должна иметь 120 минут на подготовку. Как только спортсмены прибудут на место, где расположены их ринги, они обязаны выгрузить все свое оборудование и приманки возле ленты, ограничивающей сектор, полученный ими при жеребьевке - независимо от того, готовы ли они к использованию или нет - не входя в ринг (эти правила распространяются также на тех, кто помогают спортсмену перевозить оборудование команды). Не разрешается прикасаться к оборудованию до тех пор, пока не будет указано, что участникам разрешено войти в свой ринг. Во время подготовки участники не могут получить никакой помощи со стороны. Наживки и все части оборудования могут быть переданы спортсменам до тех пор, пока не будет подан дан сигнал "Прикармливание". После сигнала только один раз в течение всех соревнований можно будет довозить приманки, прикормки, снаряжение или рыболовные снасти рыбакам, и только через капитанов Сборных, или запасных спортсменов. Донос снаряжения и прикормок должно быть сделано в одно и то же время для всех участников ЧМ. День, время и продолжительность указанных операций определяются на первом собрании капитанов Сборных.
    
    Любой спортсмен («ДВОЙКА»), замеченный в акте (flagrante delicto) получения любых предметов оборудования, или наживок/прикормок, в неразрешенное правилами время, или имеющий больше наживок или прикормки, чем количество, разрешенное для соревнования, получает красную карточку = последний ранг + 1 в финальном рейтинге. Исполнительный комитет F.I.P.S.e.d оставляет за собой право - в зависимости от нарушения - запретить рыбакам («парам») участвовать в будущих чемпионатах F.I.P.S.e.d. в течении определенного периода времени.
    
    Спортсмены могут добраться до своего сектора на своем личном транспорте.
    
    
12. Страна-организатор должна предоставить минимум 1 судью на каждые 5 «пар», в течение дня или ночи. Такие индивидуальные и общие судьи должны хорошо знать правила соревнований. Чтобы быть уверенным, что хотя бы один судья всегда присутствует в зоне, их может быть два или три, работающих посменно. Местные судьи могут взвешивать рыбу, пойманную командой страны-организатора, но такие операции взвешивания затем должны быть подтверждены членом сборной из другой страны, как ночью, так и днем..
    
    Индивидуальный судья должен:
    • a) Контролировать карповые мешки, при необходимости контролировать количество прикормки.
      б) Контролировать поведение «двойки», за которую он несет ответственность.
      c) Проверять и обращать внимание на каждую пойманную рыбу и ее вес.
      d) Следить, в конце соревнований, за рыбой, пойманной «двойкой», и запретить доступ к месту рыбалки любому не уполномоченному лицу, до прибытия команды судей для взвешивания; вместе с рыболовами «двойки» индивидуальный судья должен подписать протокол с указанием веса рыбы.
13. В зачет идут только зеркальные, чешуйчатые, голые карпы и белые амуры. Учитываются и идут в зачет только экземпляры, равные или превышающие 1500 г.
    Если во время взвешивания будет зарегистрирован вес в пределах от 1400 до 1499 г (допустимое отклонение в 100 г), рыба не засчитывается, но спортсмены не получат никакого штрафа. Если же рыба весит 1399 г или менее, она не засчитывается, а двойка получит желтую карточку-предупреждение.
    
    Эти условия должны быть указаны в программе и оглашены перед жеребьевкой команд. Организаторы должны официально информировать Техническую комиссию F.I.P.S.e.d., в случае если большинство карпов в водоеме, выбранном для чемпионата, весит менее 1500 граммов. В этом случае минимальный вес рыбы в 1500 г должен быть уменьшен. Рыбу следует хранить живой в карповых мешках (только 1 рыба на мешок). Во время соревнований, мешки должны быть погружены в воду на всю длину и не должны содержать свинца, балласта или любых других предметов. Во время соревнований запрещено использование других методов сохранения рыбы. Спортсмены должны иметь достаточное количество мешков. Любая пойманная рыба, которая весит менее официально разрешенного веса, или имеет следы повреждений, должна быть забракована судьями, а соответствующей «двойке» должна быть выдана желтая карточка-предупреждение
    
    Если все карповые мешки заняты, необходимо немедленно обратиться к судье своей зоны, чтобы взвесить рыбу, с целью освобождения части мешков.
    
    
14. Запрещено пользоваться прикормками и насадками животного происхождения, в живом и неживом виде, рыбьей икрой, металлическими приманками.
    
    Разрешается только следующее:
    • - готовые, свежие или замороженные прикормочные смеси;
    • - зерновые, бойлы и пеллетс - натуральные или искусственные
    Диаметр шаров, на основе вышеуказанного, не должен превышать 70 мм. Запрещается использование глины или грузил облепленных прикормкой.
    
    Для 72-часового турнира количество сухой прикормки не должно превышать 200 кг на «двойку»; указанное количество может быть уменьшено в зависимости от места проведения турнира.
    
    После окончания соревнования остатки прикормки запрещено выбрасывать в водоем!
    
    
15. Соревнования проводятся в виде одного непрерывного мероприятия, длительностью в 72 часа.
    В случае записи максимум до 20 сборных, водоем разбивается на 3 зоны, каждая из которых должна включать по одной двойке от страны участника Если же количество сборных более 21, задачей технической комиссии будет определить, стоит ли разбить водоем на три зоны, или на 6 подзон.
    в случае вынужденного преждевременного прекращения соревнования, связанного, например, с грозой, оно считается состоявшимся, если с момента его начала прошло не менее 48 часов.
    
    Жюри может принять решение о сокращении продолжительности турнира, если график соревнований не позволяет продолжать его в течение запланированных 72 часов.
    
    
16. Каждый участник должен полностью соблюдать правила соревнований.
    
    
17. Обязательства, запреты и разрешения
    
    Общие положения:
    • 17.01. Катушки должны обязательно иметь фиксированный тормоз.
      17.02. Лески удилищ после заброса не должны выходить за условные границы сектора ловли, образуемые воображаемыми линиями, являющимися продолжением боковых сторон секторов. Кормление за пределами этой зоны запрещено. Оснастки могут быть доставлены в точку ловли только при помощи удилища.
      17.03. Каждое удилище может быть оснащено только одним одинарным крючком, а насадка должна крепиться к нему исключительно с использованием «волосяного» монтажа, или другого признанного, или коммерчески доступного метода крепления, обычно используемого при ловле карпа. Разрешается использование зиг-ригов, наживочных крючков/шипов или колец.. Желательно использование безопасных монтажей.
      17.04. Разрешается использование грузил весом не менее 50 г. В случае обрыва лески, используемый монтаж должен позволять рыбе освободиться от грузила. Использование шок-лидера - обязательно.
      17.05. Во время броска оснастки грузило не должно совершать никаких боковых движений в ринге. Грузило должно вдвигаться только в направлениях «ринг-вода» и «вода-ринг».
      17.06. Во время ловли в воде могут находиться четыре маркера, в том числе светящихся. Лески маркерных удилищ после заброса не должны выходить за условные границы сектора ловли, образуемые воображаемыми линиями, являющимися продолжением боковых сторон секторов. Эти маркеры могут оставаться в воде на всем протяжении соревнования и должны быть извлечены из нее после его окончания.
      17.07. Наличие у команд больших карповых матов – обязательно. Их размер и качество должны обеспечивать безопасность рыбы. Маты должны быть увлажнены перед тем, как на них будет уложена рыба
      17.08. Участникам запрещается забрасывать леску под углом в соседний сектор или ринг. Контроль за соблюдением этого правила является исключительной обязанностью членов Жюри, генерального судьи сектора или судьи, закрепленного за участником. Ни в коем случае не допускается вмешательство третьих лиц (капитанов, делегатов, спортсменов, зрителей и т. д.).
      17.09. После взвешивания рыба должна быть бережно возвращена в водоем, живая и невредимая.
      17.10. Палатки обязаны располагаться внутри ринга.
      17.11. В конце соревнований ринги должны быть абсолютно чистыми.
      17.12. В ночное время только капитаны команд могут входить в ринги своих спортсменов, но обязательно в сопровождении представителя судейской команды, или капитана другой сборной. Два капитана могут оставаться вместе, в одной зоне, но только один капитан имеет право войти внутрь ринга своей команды.
      17.13. Рыба принимается к взвешиванию только в том случае, если грузило после вываживания осталось на оснастке.
    Запреты:
    • 17.14. Ловля на поплавочную снасть, удилище-фидер, свингтип, квивертип запрещена.
      17.15. Использование дистанционно управляемых устройств и эхолотов запрещено. Также категорически запрещено использование дронов и квадрокоптеров, как во время тренировок, так и во время самого турнира, за исключением аппаратов специально сертифицированных международным Жюри, или Технической Комиссией.
      17.16. Запрещено освещать воду мощными фонарями и прожекторами, но использование источников освещения внутри палатки и сектора допускается. При заведении подсеченной рыбы в подсачек разрешено применение налобного фонаря.
      17.17. Все устройства, приводимые в движение сжатым воздухом, газом или электричеством, запрещены. Подготовка и смешивание прикормочных смесей может осуществляться с помощью электрического миксера.
      17.18. Транспортным средствам запрещается перемещаться ночью, за исключением организаторов.
      17.19. Преднамеренное багрение рыбы запрещено.
      17.20. В палатке запрещены все виды открытого огня.
    Разрешения:
    • 17.21. Применение «задних» грузил на леске разрешено, но в случае, если требуется определить по леске направление заброса, грузило должно быть снято по первому требованию судьи
      17.22. Разрешено применение механических и электронных сигнализаторов поклевки.
      17.23. Один из участников - или два в случае одновременной поклевки - может входить в воду по колено, с целью взятия рыбы в подсак.
      17.24. Случайно забагренная за рот рыба засчитывается.
      17.25. Любая рыба, пойманная двойкой в ринге, и ушедшая в сектор непосредственных соседей, будет засчитана
      17.26. Любая рыба, пойманная двойкой в ринге, которая запуталась в лесках непосредственных соседей, будет засчитана.
      17.27. Если у двух рыболовов произойдет поклевка и их лески перехлестнутся - обе рыбы будет засчитаны.
      17.28. В ходе соревнований спортсмену разрешается использовать любые телефоны или рации.
18. Команда имеет право оснастить неограниченное количество карповых удилищ, но ловить можно одновременно, максимум, четырьмя удилищами на команду. Запасные удилища не могут размещаться на подставках, где находятся задействованные в ловле удилища, и должны стоять отдельно, вертикально и не направленными в воду. В то же время, маркерные удилища могут быть направлены в воду, но должны быть четко отличимы от рабочих удилищ и не располагаться на тех же родподах, что и рабочие удилища.
    
    
19. Только сами спортсмены могут пользоваться подсачеком. Круглые подсаки должны иметь минимальный диаметр 70 см; треугольные - должны иметь вход (сторону) минимум 70 см.
    
    
    
20. Участники не имеют права принимать никакой помощи, связанной с процессом рыбной ловли и кормления, со стороны; только капитаны Сборных имеют право получить доступ к рингу участников своей Сборных, и только для того, чтобы дать вербальный совет. Капитан не допускается в ринг «двойки», которая не входит в состав его Сборной.
    
    
21. Спортсмены могут использовать пространство внутри своего сектора по собственному усмотрению.
    
    Внутри своего ринга спортсмены обязаны перемещаться, не создавая шума. Все действия, связанные непосредственно с рыбной ловлей (маркирование, забросы, вываживание, прикармливание, взятие рыбы в подсачек), должны осуществляться рыболовами с берега, внутри своих рингов.
    
    Запрещено освещать воду мощными фонарями и прожекторами запрещено ночью (время должно быть установлено на первом собрании капитанов Сборных). Разрешено использовать "защитные экраны", но все удилища и род поды должны быть ясно видны снаружи ринга все время.
    
    
22. Спортсмены должны ждать первого сигнала перед входом в их ринг; после сигнала участники могут начать подготовку своего оборудования, проверить свои лески и подготовить свою прикормку (см. положение, связанное с количеством в статье 14). Для выполнения указанных подготовительных операций им дается 120 минут; спортсмены не могут выходить из своих рингов во время подготовки.
    
    Когда дается второй сигнал, спортсмены могут начать прикармливание и сам процесс ловли.
    
    Разрешено доставлять прикормку в зону ловли исключительно при помощи удилища (ракета, спомб - диаметром не более 70мм и длиной не более 200мм, баклажка), катапульты на треноге (приводимой в действие растягиванием жгута или пружины вручную), ручной «рогатки», ковша с длинной рукоятью (одноручного или двуручного), или при помощи трубки-кобры, или при помощи растворимых материалов, .
    Запрещается использовать катапульты, покоящиеся на ногах рыболова. С 6.30. до 8.00 утра запрещается использовать катапульты, размещенные на земле. Разрешены только одно- и двуручные кобры для кормления бойлами и рогатки.
    За исключением вышеуказанного временного интервала, кормление разрешено со всеми приманками и методами, предусмотренными правилами.
    
    Третий сигнал должен предупредить участников, что у них осталось всего 15 минут до конца соревнований.
    
    Четвертый сигнал должен означать конец соревнования.
    
    Если до Четвертого сигнала кому-то из участников удалось подсечь рыбу, то ему (и только ему) предоставляется еще 15 минут, чтобы успеть завести ее в подсачек. В этом случае через 15 минут будет дан Пятый сигнал, после которого в зачет принимается только пойманная и вынутая из воды рыба.
    
    Звуковые сигналы для разных этапов чемпионата должны быть короткими; во всех случаях для отсчета времени учитывается начало сигнала.
    
    
23. Во время соревнования судьи находятся позади рыболовов справа или слева, не мешая процессу ловли, но, имея возможность наблюдать за их уловом. Карповые мешки/садки должны быть установлены таким образом, чтобы судья мог их видеть; рыба содержится в этих мешках живой вплоть до прихода бригады взвешивания.
    
    Если организаторы не имеют достаточного количества судей, каждая участвующая страна может предложить помощь своего делегата на 4 часа, в течение мероприятия для оказания помощи во взвешивании рыбы. Место их работы будет разыграно в соответствии с порядком и сроками.
    
    ВЗВЕШИВАНИЕ
    
    
24. Операции взвешивания должны выполняться тремя группами, состоящими из 2-х судей каждая (по одной группе для каждой зоны). Все процедуры взвешивания должны проводиться как можно скорее и не реже одного раза в 2 часа. Взвешивание должно проводиться при помощи протестированных весов и в судейской сумке для взвешивания; весы должны быть подвешены на треноге, установленной на земле в официальном коридоре. Во всех трех зонах весы должны быть одинаковыми как по модели, так и по производителю, с градуированной шкалой, с показаниями каждые 50 грамм.
    
    
25. Показания веса должны быть видны как судьям, так и участникам «двойки».
    
    Помимо судей, заинтересованных участников и их капитана, ни один человек, кроме членов жюри, не имеет права вмешиваться ни словесно, ни каким-либо другим образом в процесс взвешивания.
    
    Один судья будет отвечать за взвешивание. Еще одному судье поручается зарегистрировать вес в официальном документе.
    
    Для каждого сектора должны быть предусмотрены две «двойки» весов. Сумка для взвешивания, предоставляемая организаторами, обязательна и служит для определения веса каждого экземпляра по отдельности; она должна быть увлажнена и выжата перед каждым очередным взвешиванием, а весы приведены к нулю. Во всех секторах сумки для взвешивания должны быть однотипными.
    
    Вес должен регистрироваться в граммах.
    
    
26. Вплоть до прихода бригады взвешивания участники не должны вынимать карповые мешки/подсаки из воды. Рыба вынимается и перекладывается в сумку для взвешивания из мешка одним из членов команды; после взвешивания рыба отпускается в водоем со всеми предосторожностями.
    
    
27. оба рыболова, входящих в «двойку», должны присутствовать при взвешивании, чтобы засвидетельствовать его верность и подписать протокол, где регистрируется вес улова. Никакие протесты по поводу веса пойманной рыбы после завершения взвешивания, возвращения ее в водоем и подписания протокола не принимаются.
    
    ЖЮРИ
    
    
28. Международное жюри назначается для рассмотрения любых поданных жалоб и применения санкций, в соответствии с правилами; жюри избирается на первом собрании капитанов Сборных.
    
    Жюри состоит из следующих членов:
    • - Президента F.I.P.S.e.d., или заместителя, делегированного Президентом;
    • - Генерального секретаря F.I.P.S.e.d
    • - Членов Исполнительного комитета F.I.P.S.e.d
    • - делегат, представляющий организацию-Сборную, если только он / она не имеет того же гражданства, что и вышеупомянутые члены, за исключением президента F.I.P.S.e.d. (или его заместителя), который является председателем жюри ex officio. Должно быть не менее 5-и Членов жюри. Если это число не будет достигнуто, делегаты из разных стран будут выбраны путем жеребьевки, с целью достижения нужного числа членов. Эти делегаты не могут иметь ту же национальность, что и представители F.I.P.S.e.d. и государство-организатор. Эти делегаты регистрируются в форме регистрации группы; капитаны не могут назначаться в качестве делегатов.
    В случае любого нарушения со стороны «двойки» или Сборной, имеющей ту же гражданство, что и член жюри, такой член жюри не участвует в голосовании (за исключением случаев, когда он является председателем жюри).
    
    Члены жюри должны носить значок «Жюри» и находиться на месте проведения турнира, чтобы вовремя рассматривать все полученные жалобы. С членами жюри можно связаться по мобильному телефону, поэтому капитаны команд получат список их мобильных номеров телефона.
    
    
29. Любые жалобы, за исключением тех, которые относятся к рейтингам, представляются в жюри в течение 1 часа после публикации каждого промежуточного протокола, или окончания чемпионата. Жалобы подаются в устной форме, но они должны быть немедленно подтверждены в письменной форме. Если будет признано необходимым, Жюри может посмотреть любое видео, или фотографию, переданные делегатом Сборной, подавшей жалобу.
    
    Жалобы, касающиеся рейтинга, подаются в течение 30 минут после публикации официальных результатов. Время публикации должно быть записано в официальном списке результатов.
    
    Депозит в размере 100 евро, за который генеральный секретарь F.I.P.S.e.d. или его делегат выдает квитанцию, дополняет любую письменную жалобу, поданную в жюри. Если жалоба не будет одобрена Жюри, депозит будет переведен на банковский счет F.I.P.S.e.d
    
    Все нарушения и предупреждения докладываются Жюри, при этом жюри является единственным органом, который может дисквалифицировать спортсмена. Любая «двойка», на которую налагается штраф, должна быть немедленно проинформирована об этом.
    
    Члены жюри и все генеральные судьи должны следить за соблюдением Правил. Следовательно, они должны иметь полное знание таких Правил.
    
    
30. Правила, составляемые на двух официальных языках, должны быть представлены жюри и капитанам Сборных организаторами чемпионата.
    
    Международное жюри будет принимать решения на основе простого большинства; в случае равенства голосов президент Ф.И.П.С. или его / ее делегат имеет решающий голос.
    
    Все члены Исполнительного комитета F.I.P.S.e.d. носят персональный значок; они имеют право находится в коридоре для официальных лиц. Указанные значки действительны только на срок полномочий Исполнительного комитета (4 года).
    
    СПИСОК ШТРАФОВ
    
    
31. Штрафы должны быть следующими:
    • a) Предупреждение (желтая карточка) за нарушение статей 11, 13, 16, 17.02, 17.05, 17.06, 17.10, 17.12, 17.17, 17.22,19, 20, 21, 22, 23 и 26.
      b) Дисквалификация (красная карточка) за нарушение статей 11 (последний абзац) 14, 17.01, 17.03, 17.04, 17.07, 17.08, 17.09, 17.11, 17.13, 17.14, 17.15, 17.16, 17.18, 17.19, 18, 38 , 39,2 и 40, и после второго предупреждения о нарушении статей 11, 13, 16, 17.02, 17.05, 17.06, 17.10, 17.12, 17.17, 17.22, 19, 20, 21, 22, 23 и 26.
      c) Дисквалификация Сборных за нарушение статей 5 и 37.
      d) Если «двойка» дисквалифицирована, она получит количество баллов, равное числу участвующих двоек + 1. Если «двойка» дисквалифицирована, «двойки», которые следуют за ней в рейтинге, будут сохранять свое первоначальное ранжирование (например: X, который был квалифицирован 8-м, дисквалифицирован, последующие «двойки» будут сохранять свои места и будут иметь 9 баллов, 10 баллов и т.д.).
      e) Любое предупреждение, сделанное Сборной, должно быть записано в досье этой сборной и должно оставаться в файлах в течение 3 лет, начиная с даты санкции. Любое новое нарушение, совершенное на следующих трех таких же чемпионатах, считается «рецидивом», и Жюри должно принимать решение, с учетом такого рецидива и списка наказаний.
      f) Любое предупреждение, сделанное «двойке», должно быть записано в ее профиле в течение 3 лет, начиная с даты санкции. Любое новое нарушение, совершенное на следующих трех таких же чемпионатах, считается «рецидивом», и Жюри принимает решение с учетом такого нового нарушения и списка наказаний.
      g) Исполнительный комитет F.I.P.S.e.d имеет право как во время соревнований, так и впоследствии, налагать штрафы на спортсменов, капитанов, или запасных, если они нарушают какое-либо правило, или ведут себя неподобающе, даже если указанные нарушения не предусмотрены в официальных Правилах.
32. Члены Исполнительного комитета F.I.P.S.e.d. могут получить доступ к месту проведения соревнований и принять к сведению любое нарушение Правил.
    
    РЕЙТИНГИ
    
    
33. 1. РЕЙТИНГ ПО ЗОНЕ
       • a) Сортировка результатов в протоколе по Зонам, или Под-Зонам, производится по весу.Участнику, набравшему наибольший вес, назначается 1 штрафной балл, а второму - 2 балла и т. д.
         б) В случае равенства веса улова между двумя командами в той же Зоне или Подзоне, соответствующие «двойки» получают баллы, равные среднему значению, которое они должны были иметь
         пример № 1: две «двойки» (5 + 6):2 = 5,5 балла каждый,
         пример № 2: три «двойки», борющихся за восьмое место в таблице, суммируются (8 + 9 + 10): 3 = 9 баллов каждый.
         
         c) «двойки», которые не поймали ни одну рыбу, получат количество баллов, равное среднему значению мест в их Зоне или Подзоне
         
         пример № 1: 24 «двойки», 12 из которых занимают места с 1 по 12, с баллами от 1 до 12, следующие «двойки» получат (13 + 24):2 = 18,5 балла каждая;
         пример № 2: 29 «двоек», 5 из которых поймали рыбу и получили от 1 до 5 баллов - 24 «двойки», которые не поймали ни одной рыбы, получат (6 + 29):2 = 17,5 балла,
         пример № 3: 29 «двоек», 26 из которых поймали рыбу, тогда как 3 "«двойки»" которые не поймали ни одну рыбу, получат (27 + 29):2 = 28 баллов.
         
         Если есть только одна «двойка», которая не поймала ни одну рыбу, или несколько отсутствующих «двоек» в Зоне или Подзоне, они должен получить количество баллов, равных последней позиции в Зоне или Подзоне (пример: 29 «двоек», 28 из которых поймали рыбу, тогда как одна «двойка» ничего не поймала, или отсутствует, последняя получит 29 баллов).
    2. ОБЩИЙ РЕЙТИНГ СБОРНЫХ
       
       До 20 государств рейтинг должен составляться по Зонам (как всегда).
       
       Если имеется 21 страна-участница или более, каждая Зона будет состоять из двух подзон. В случае нечетного числа «двоек» (пример: 2 подзоны с участием 23 участвующих стран: «двойка», расположенная в номере 12, рассматривается в обоих подзонах: для целей общего ранжирования сборной такой «двойке» должно быть присвоено место, полученное в Подзоне с наименьшим числом команд (от 1 до 12), в то время как оценка, полученная в другой Подзоне (от 12 до 23), должна учитываться для ранжирования самой «двойки», и если «двойка» занимает 3-е место в Подзоне от 12 до 23, остальные «двойки» будут ранжироваться 1, 2, 4, 5, 6, 7, 8, 9, 10, 11, 12).
       
       Рейтинги Сборных составляются следующим образом:
       • a) сумма баллов, полученных в каждой Зоне или Подзоне "двойками" одной и той же Сборной; национальная сборная с наименьшим количеством баллов занимает 1-е место и так далее.
         б) В случае равного количества баллов у Сборных, они оцениваются по наибольшему общему весу сборной, полученному двойками той же Сборной на протяжении всего турнира.
         c) В случае равного веса у Сборных, наибольший вес, полученный «двойкой», имеет преимущественную силу.
         d) Если две или более «двойки» имеют одинаковый вес, приоритет должен отдаваться «двойке», которая поймала самую большую рыбу.
         e) Если и в этом случае наблюдается ничья - приоритет отдается сборной с меньшим числом хвостов.
    3. ОБЩИЙ РЕЙТИНГ ДВОЕК
       • a) «двойки», которые занимают первое место в каждой Зоне или подзоне, будут бороться за верхние позиции в общем рейтинге; те, кто занял второе место в каждом Зоне или Подзоне, будут соревноваться за следующие позиции и т. д.
         b) В случае, если место проведения соревнований разделено на под-зоны, ранжирование «пар» должно производиться по зонам, а не по под-зонам. Таким образом, «пары», которые займут первое место в трех зонах, будут классифицированы в порядке веса на первое, второе и третье места в окончательной классификации, а те, которые находятся на втором месте в зонах, будут четвертыми, пятыми и шестыми, и т. д.
         c) В случае получения одинаковых баллов, побеждает двойка с наибольшим общим весом улова.
         d) Если и тут ничья - приоритет должен быть дан «двойке», которая поймала самую большую рыбу.
         e) В случае нового равенства - двойке, поймавшей меньшее число хвостов.
         f) В случае, если в «двойке», получившей по итогам соревнований право подняться на пьедестал почета, произведены одна, или две замены, медали и дипломы вручаются участникам, принадлежащим к «двойке», находившейся в ринге на момент окончания турнира
    4. НАЦИОНАЛЬНЫЙ РЕЙТИНГ
       
       Мировой или зональный рейтинг Сборных составляется для всех чемпионатов, с учетом лучших 5 результатов за последние 6 лет; такой рейтинг-список должен обновляться каждый год и публиковаться на веб-сайте F.I.P.S.e.d.
       
       Если Страны, включенные в рейтинг, по какой-либо причине не участвуют в чемпионате, они получают количество баллов, равных числу участвующих Сборных за этот конкретный год + 1.
34. Рейтинг определяется лицом, уполномоченным F.I.P.S.e.d. или, не имея этого лица, организаторами, в присутствии президента F.I.P.S. или в присутствии его представителя и, возможно, также в присутствии членов жюри.

35. Длина удилищ ограничена 4 метрами.

Организаторы должны применить страховку «ГРАЖДАНСКАЯ ОТВЕТСТВЕННОСТЬ» для покрытия всего мероприятия (с канун соревнований до конца финального обеда); сертификат, выданный страховой компанией, удостоверяющий, что все мероприятие покрывается политикой «Гражданская ответственность», передается Президенту F.I.P.S. за два месяца до соревнования.
    
    ТРЕНИРОВКИ
    
    
37. Все тренировки на месте проведения чемпионата прекращаются за 14 дней до до начала турнира. В любом случае оргкомитет обязан предоставить сборным возможность тренировок перед 14 дневным закрытием водоема.
    
    ЛИНИИ ЛЭП И РАСТИТЕЛЬНОСТЬ
    
    
38. Категорически запрещается размещать участников на расстоянии менее 50 метров, с обеих сторон, от любой электростанции (линии электропроводов, трансформаторов, и т. Д.).

Если метеоусловия позволяют, соревнование может быть продолжено. По второму сигналу, данному организаторами, рыболовы должны вернуться в свои сектора. третий сигнал, данный через 5 минут, извещает спортсменов, что они могут возобновить ловлю.
       Чтобы соревнование было признано состоявшимся, его продолжительность должна быть не меньше 48 часа (статья 10), а время, на которое прекращалась ловля, не будет добавляться к 72 запланированным часам.
    АНТИ-ДОПИНГОВЫЙ КОНТРОЛЬ
    
    
40. F.I.P.S.e.d. работает в соответствии со Всемирным антидопинговым кодексом, применяемым C.I.P.S ..
    
    Во время чемпионата спортсмены, выбранные для прохождения антидопингового контроля, должны обязательно отправиться в указанное место и в указанное время, следуя указаниям F.I.P.S.e.d. или Жюри. Когда спортсмен, выбранный для прохождения антидопинговых проверок, не является на место проведения проверки, соответствующая «двойка» должна быть дисквалифицирована и снята с соревнований, и ей должен быть назначена штраф, соответствующий нижнему рангу в рейтинге + 1.
    
    Принимающая сторона покрывает все расходы, связанные с антидопинговым контролем. Все контакты с НАДО (Национальной антидопинговой организацией) каждой Сборные должны осуществляться исключительно организаторами рассматриваемого чемпионата.
    
    Организаторы несут ответственность за снаряжение и прикормки, которые должны быть испытаны, в то время как они подвергается антидопинговому контролю.
    
    C.I.P.S., в качестве органа по тестированию, издаст соответствующий приказ о миссии в системе ADAMS с соответствующей инструкцией по проведению тестов на допинг-контроль.
    
    Копия формы допинг-контроля (DCF), подписанная врачом, проводившим анализы, должна быть отправлена в Секретариат C.I.P.S. cipssecretariat@cips-fips.com или доставлен сразу после соревнований в F.I.P.S.e.d. официальный делегат, присутствующий на месте, который перешлет его в C.I.P.S.

FÉDÉRATION INTERNATIONALE DE LA PÊCHE SPORTIVE EN EAU DOUCE OFFICIAL F.I.P.S.e.d. RULES OF INTERNATIONAL “FOR NATIONS” COMPETITIONS “CARP FISHING” Nations, LADIES and Youth (U22) ORGANIZATION

1. Official international competitions shall only be organized by national Federations that are members of C.I.P.S. The organizing Federation shall be officially responsible for the competition under consideration.
2. Only the members of a national Federation affiliated with C.I.P.S. and F.I.P.S.e.d. who have fully paid their annual membership fees shall be allowed to participate; their Federations shall designate them.
   The national teams’ anglers must hold the same nationality as the Country that they represent. Only one (1) foreign competitor is allowed in the team, on condition that the following requirements are met:
   - The competitor shall have resided in said Country for at least 5 years and he/she shall hold an official document confirming that; - The application shall be forwarded by the Nation the angler wishes to represent. Competitors shall always be able to prove their nationality by means of national IDs or passports. All supporting documents shall be produced upon registration of the nations. Any angler, who has already participated in a World Championship or in any international competition representing a Nation, shall not be allowed to compete for any other Nation.
   Only teams that are members of national Federations affiliated in F.I.P.S.e.d. (члены F.I.P.S.e.d.) shall be allowed to take part in World and Zone (Europe, etc.) Championships.
   In order to apply to organize a championship, the Nation under consideration must have participated at least once, over the previous three years, in the championship that they wish to organize.
   A preliminary program shall imperatively be sent to F.I.P.S.e.d.’s Secretariat before the 31st October of the preceding year.
   With the exception of the World Fishing Games, F.I.P.S.e.d. is officially tasked with providing the printed material, certificates and rankings for the awarding of prizes for all championships; therefore, the organizing Nation shall pay for all board and lodging expenses (room, meals and closing gala dinner) of the person performing such tasks. Said person’s stay may begin on the eve of the competition and end on the day after the closing dinner; F.I.P.S.e.d. shall pay for the relevant traveling expenses. For all F.I.P.S.e.d. championships, the organizing Nation shall cover all board and lodging expenses (room, meals and closing gala dinner) for two members of F.I.P.S.e.d.’s Executive Committee, and for the person in charge of the rankings; their stay may begin on the eve of the competition and end on the day after the closing dinner.
   No championship organization shall be entrusted to a Nation if that Nation does not undertake to put live fish back into the water (it is forbidden to kill fish).
   The Nation organizing a World or Zone Championship shall be responsible for procuring the trophies, which will be paid for by F.I.P.S.e.d.; the organizing Nation shall envisage 3 trophies for the team competitions, 6 trophies for the “pair” competitions and 2 trophies for the “pair” who has caught the biggest fish. F.I.P.S.e.d. shall refund a maximum amount of € 550 for 11 trophies. Such trophies shall feature a plate, carrying a “F.I.P.S.e.d.” engraving or F.I.P.S.e.d.’s logo as well as the place and date of the championship. An invoice will be required in order to prove trophy-related expenses. If the aforesaid provisions (concerning the plate/logo) are not complied with, F.I.P.S.e.d. shall not reimburse any money. F.I.P.S.e.d. shall provide the medals.
   Program and invitations for all championships shall only be sent to Nations that are members of F.I.P.S.e.d. (no invitations shall be sent to clubs or individuals).
3. Each C.I.P.S. member Nation shall be allowed to present one team only; in the World Championship for Nations, in the World Championship for Ladies and in the World Championship U22 each team will be composed of 3 “pairs” of anglers. No competitor shall be allowed to participate as an individual. A maximum of two reserves will be allowed for each Nation. If an angler is replaced, the substitution shall be final. Competitors that are replaced for technical or medical reasons shall be replaced under the supervision of the stewards. The reserves may enter the peg with their fishing tackle, but without their baits and ground baits.
   It shall be possible to replace one or two members of a “pair”. It shall also be allowed to replace two competitors belonging to two different “pairs” with the two official reserves. A maximum of two changes shall be allowed. Substituting one competitor from one pair to another pair is forbidden. Under no circumstances, during an event, may a competitor who has been substituted be subsequently reintegrated into the team.
   The names of the 8 competitors must be finalized and communicated to the organizers at the time of the accreditation of their delegation; these names may not be changed subsequently, except in cases of force majeure Имена 8 участников должны быть окончательно утверждены и сообщены организаторам во время аккредитации их делегации; эти имена не могут быть изменены впоследствии, за исключением случаев форс-мажора.

   Starting in 2026, the U22 Carp Fishing World Championship will become U25.    In the Carp Fishing World Championship for Ladies, the participation of transgender anglers is not authorized (see CIPS appendix). In case of doubt or complaint, the birth certificate will be decisive.
4. Competitions shall be organized at watercourses, such as rivers and canals, or at suitable stretches of water, such as lakes, etc.; it must be possible to fish along the entire width of the venue. The venue’s average depth shall be of at least 1.5 meter. The minimum width of the venue shall be 100 meters for rivers, if the competitors are lined up on one shore only. For all other stretches of water (without currents), the venue’s minimum width shall be 100 meters, with the competitors being lined up on one shore only, or 400 meters if the competitors are lined up on both shores. If a bay or inland area whose opposite banks are less than 400 meters apart is used as part of the venue, the pairs' fishing positions must be positioned on only one of the banks.
   The carp population shall be sufficient, with a good percentage of fish weighing above 4 Kg.
   Any possible fish-restocking program must be submitted to F.I.P.S.e.d.’s Technical Commission for approval. In any case, fish-restocking shall take place at least 3 months before any championship. A video or photographs documenting the restocking operations shall be shot/taken by the organizers and sent to the F.I.P.S.e.d. Technical Commission.
5. The selected venue shall offer equal fishing conditions for all competitors; the venue should be free from obstacles – to the extent possible – including power lines, bridges etc., except from the space between the sectors; sectors shall be at least 200 meters far from each other. The venue shall not expose the competitors or the spectators to any kind of danger. Medical facilities shall be set up near the fishing sectors. Organizers shall make toilets, showers, and washbasins available to the anglers.
   When selecting a venue, lakes should be preferred to rivers, canals or streams, and they shall allow accommodating 30 Nations. One or more members of the Technical Commission or a F.I.P.S.e.d. competent delegate shall inspect the venue that may be selected for a championship, and said inspection shall take place at the same time of the year as to that proposed for the organization of the competition under consideration. F.I.P.S.e.d. shall pay for the traveling expenses (including flight and train tickets or car) of the Technical Commission’s member(s), while the organizers shall cover all transfer costs from the airport or train station, and will pay for accommodation and meals. A report of the inspection shall be submitted to the Executive Committee of F.I.P.S.e.d. for evaluation and approval. The final decision on the approval or rejection of a venue by F.I.P.S.e.d. shall be communicated to the candidate Nation.
   The organizer must set a deadline by which the registration must be sent in with all the details of the members of the official delegation and the payment due for the registration. The deadline must be set one and a half/two months before the start of the championship in order to allow the organizers to know the number of participating nations and to adequately prepare the pegs on the venue. Under no circumstances entries received after the deadline may be accepted.
   With regard to accommodation, participating Nations shall have two options:
   1. Opting for the official accommodation proposed by the organizing Nation (optional). In that event, the organizing Nation shall clearly indicate the terms and conditions for the stay, including:
      • The half-board price per night per person, depending on the number of persons sharing each room, regardless of the duration of the stay (full board cannot be mandatory); the participating Nation shall specify the dates of their anglers’ stays (the term “official stay” used by many Nations, starting on Thursday, has never appeared in any regulations, and therefore should not be used);
      • The price of the closing gala dinner. The accommodation terms proposed to the Nations shall first be approved by the Technical Commission.
   2. Selecting their hotels by themselves.
      • If this is the case, participating Nations shall be required to communicate their accommodation-related choices to the organizing Nation upon registration (in the official registration form).
   In both cases (participation through or without the help of the organizers), the registration fee is € 1,550, which includes 11 closing gala dinners (6 Anglers, 2 Reserves, 2 Captains, and 1 Delegate) (6 спортсменов основного состава, 2 запаса, 2 капитана и 1 делегат) and 8 fishing permits for the whole duration of the championship, insurance and sundry expenses such as gifts, cups, trophies, etc.
   The Federations, in addition to the medals devoted to the official members of the Delegation, will be allowed to ask for extra medals (up to a maximum of 3 per team), upon payment of a contribution of € 25 per extra medal, which will also include the diploma. The fees for extra medals shall be paid to F.I.P.S.e.d. In no case and for no reason extra medals in a number higher than that provided by these Rules may be requested from F.I.P.S.e.d.
   For the closing gala dinner, be it a dinner with table service or a buffet dinner, participating Nations shall be assigned a number of seats corresponding to the number of gala dinner seats they reserved.
   If no details about the accommodation are provided by the deadline set by the organizers, the participating Nations shall imperatively have to book their accommodations themselves and shall still pay € 1,550 to the organizers and € 200 to F.I.P.S.e.d.
   Any Nation that undertakes to take part in a championship by filling in the relevant registration form but does not show up, shall, in any case, pay the contribution of € 1,550 to the organizing Nation and € 200 to F.I.P.S.e.d. Nations failing to comply with this provision shall be forbidden from taking part in and organizing future championships.
   All Nations shall communicate their arrival dates to the organizing Nation at least one week before the competition. Any absent team (that has not arrived) on the first team captains’ meeting shall be considered as a WITHDRAWING Nation and shall not be allowed to participate in the championship (red card to the team).
   Together with the event program, the organizing Nations shall provide a list of hotels, lodgings, rooms and campsites located within a 20 km range from the venue.
   The organizers shall see to it that all registration forms are duly filled in and carry the mobile phone numbers of one delegate and one team captain. Addresses and emergency telephone numbers (police, firefighters, hospitals, etc.) shall be provided in the program leaflets.
   The “Carp Fishing” World Championship for Nations shall usually take place in late September. The Women's Carp Fishing World Championship will be held together with the U22 Championship, preferably in July. These indications may undergo changes, even substantial ones, based on the climatic conditions of the host countries and the characteristics of the competition venues.
6. For the competitions, the distance between the fishing areas of each “pair” (to be measured from the exterior of an area to the exterior of the other area) shall be between minimum 20 meters and maximum 60 meters. This distance may be reduced subject to F.I.P.S.e.d. approval.
   The angling area of each “pair” shall consist of “15 x 12 meter” peg, which may be entirely used and shall allow setting up camping tents and umbrellas. No bright colors shall be used for said tents and umbrellas (dark green, khaki or “camouflage”). The fishing area shall be staked out; the poles shall be well driven into the shore and along the sides of the safety lane; furthermore, they shall be evenly spaced, 20 meters from each other.
   It will also be necessary to set up a corridor B to which members of the jury, stewards, reserves and captains of the nation to which the competitors in that particular box belong will have access. Journalists may also have access to this corridor, but only with the agreement of the two competitors in the box. Access to this corridor must be forbidden to captains of other nations and spectators.

   The official corridor must absolutely not be occupied by any of the competitors' material (oral warning).

   Team captains - 2 per Nation - may enter their teams’ competitor boxes (zone A); team captains shall wear green back-numbers or armbands (или нарукавная повязка)marked with a letter C, clearly indicating their status. Only one team captain shall be authorized inside a box (yellow card). Reserve competitors shall wear a red back-numbers or armbands (или нарукавная повязка) marked with an R letter. If sectors are too far from each other, the International jury can allow one reserve to enter also into the boxes.
   The organization shall customize each pair’s box by means of a board indicating the names and the nationality of the pair’s competitors, as well as the number, weight and type of every fish caught, updated every 6 hours. Such boards are provided by F.I.P.S.e.d.’s person in charge of the rankings.
   Only the holders of a “press card” or a document accrediting them as journalists will be enabled to request a badge that will allow them access to the corridor reserved for captains and reserves. It is therefore compulsory that journalists accredit themselves with the organization by showing the document accrediting them as such.
   The organizers have the obligation to reserve one (or more) appropriate areas nearby the competition venue, far from the competitors’ boxes and tents, where the national teams’ reserves, captains and delegates shall install their tents and park their vehicles.
   
   WATER FISHING ZONE
   

   

   • A Access authorized for the two competitors, their captains (one at a time) and Jury members.
   • B Access authorized to members of the jury, stewards, reserves, captains of the competitors' nation (one at a time) and the authorized press, but only if the latter has the agreement of the two competitors in that box (yellow card).

   TEAM CAPTAINS’ MEETING
7. It would be advisable that general stewards attend the team captains’ meetings.
   Only captains and delegates representing the national teams will be admitted to the meetings.
   Accredited journalists may also be present.
   In the event that a team captain or a Nation’s delegate is absent, the President of F.I.P.S.e.d. or a delegated representative shall draw lots.
   1st meeting - On the evening of the competition’s start
   During this first meeting, an international Jury shall be appointed, pursuant to article 28 of the present Official Rules. Then, the following operations shall be carried out:
   • Roll call of Nations.
   • Nations shall draw lots in alphabetical order to define the call-up order of the draw.
   • Various information about the progress of the championship; presentation of the competition venue by the organizers: sectors, access to the pegs, etc.
   • Information on timetables to be adopted:
   • baiting with ground-supported catapults and bait rockets is only permitted between 8.00 a.m. and 6.30 p.m.; night time is defined as between 8.00 p.m. and 8.00 a.m. the following morning.
   • Drawing lots exclusively attributing sectors (A, B, C) to the “pairs” of each team.
   • 2nd meeting - In the morning of the competition starting day
   • Drawing lots to attribute anglers their competition pegs in the various sectors.
   
   
   Subsequent meetings – During the competition, the organizers will organize daily meetings (time to be determined by the organizers) to comment on the progress of the championship.
   Depending on the issues to be discussed, an extraordinary meeting may be summoned by the organizers.
   NB: Captains’ meetings are informative meetings, where guidelines are provided for the competitions. Under no circumstance shall changes to the Rules be made during the captains’ meetings. The Rules shall only be changed at F.I.P.S.e.d. Executive Committee’s annual meetings, based on the remarks that shall be sent in writing by national Federations to F.I.P.S.e.d.’s Secretary General.
   
   DRAWING LOTS
8. 
   Lots shall be drawn out at least 180 minutes before the beginning of the competition, under the scrutiny of the organizers, in the presence of the team captains or delegates of each team, and F.I.P.S.e.d. representatives.
   The drawing lots will be carried out according to an automatic grid defined in advance by F.I.P.S.e.d. Said grid shall be designed in a way such as to allow positioning the three “pairs” belonging to a team over the three sectors.
9. The position number 1 shall always be located to the left looking at the water body, and marking will run from the left to the right.
10. 
    Team captains shall be given a back number or an armband (или нарукавная повязка) for each one of their
    competitors making up the “pair”.
    The back numbers or armbands (или нарукавная повязка) of the three pairs shall be made in three different colors: one for each sector.
    These back numbers or armbands (или нарукавная повязка)shall be made:
    • - in colors other than green and red;
    • - in neutral color with different colored lettering for each sector.
    The following shall also be made for each team:
    • - 2 green back numbers or armbands (или нарукавная повязка) for the 2 captains;
    • - 2 red back numbers or armbands (или нарукавная повязка)for the 2 reserves;
    • - 1 different colored back number or armband (или нарукавная повязка) for the delegate.
    Wearing back numbers or armbands (или нарукавная повязка) is mandatory (oral warming).
    
    GENERAL RULES
11. 
    Each pair has 120 minutes to carry out all preparation operations. As soon as the anglers
    arrive at the venue wearing their back numbers or armbands (или нарукавная повязка), they shall imperatively deposit all their equipment and also their bait, whether prepared or not, in zone B of the box allocated to them by drawing lots, without however being able to enter it (these provisions shall also be respected by those helping the anglers to transport their equipment). Competitors may receive help to carry and deposit their materials, but only in zone B.
    Fishing materials and equipment should be kept separate from ground bait and bait in order to simplify weight checks.
    It is not allowed to prepare the material (mounting of biwi, rods, etc.) until the signal is given that the competitors are allowed to enter their pegs and to start assembling their equipment (yellow card).
    At the first signal, competitors may enter their box and start assembling all their equipment. From that moment on, they shall not receive any further assistance, and no equipment, bait, wires, accessories, etc. shall enter the ring or be supplied to the competitors (red card).
    After this signal, during the competition, it will be possible, one and only one time and through the intermediary of the captains or reserves, to restock the competitors with bait, ground bait, equipment (lines, leads, etc.) and any type of fishing equipment (the weight of the bait and ground bait added during this refilling will be summed to the one already recorded at the time of the first check; the total weight shall not exceed 200 kg).
    The above-mentioned restocking must be carried out between the 40th and 44th hours of competition, in the presence of a steward and in each box of all nations.
    Anglers ("PAIR") caught in the act (flagrante delicto) to acquire any restock at a time other than the authorized one, or having more baits or ground baits than the quantities allowed for the competition, shall be given a red card = last rank + 1 in the final ranking. F.I.P.S.e.d.’s Executive Committee reserves the right - depending on the violation - to prevent the anglers (“pairs”) from participating in future F.I.P.S.e.d. championships for a given period of time.
    Competitors may reach the venue by their personal means of transportation.
12. The organizing nation shall provide a minimum of 1 steward every 5 “pairs” during the day
    or night. Such individual and general stewards shall have thorough knowledge of the rules of the competition. In order to make sure that at least one steward always present, there may be two or three of them working in shifts. The stewards in charge shall weight the fish caught by a team from the organizing Nation, but such weighing operations shall then also be validated by a member from another country, both at night and during the day.
    The individual steward must:
    • a) Control the carp keep-net and, if necessary, control the ground bait quantity.
    • b) Control the angling behavior of the “pair” he is responsible for. When an individual or sector steward ascertains an irregularity, he must immediately warn the competitors assigned to him (and the international jury in case the seriousness of the infringement requires it) without any interference by third parties (Athletes, Captains, Delegates, spectators, etc.).
    • c) Verify and take note of every fish caught and of its weight.
    • d) Keep an eye, at the end of the competition, on the fish caught by the “pair” and forbid access to the angling position to any unauthorized person until the arrival of the weighing team; together with the anglers of the “pair”, the individual steward shall sign the weighing sheet carrying the weight of the fish.
13. Only carps (mirror, common, leather) and grass carps (white colored) shall be validated.
    
    To be included in the calculations, fish shall weigh at least 1,500 grams.
    If during the weighing operations, a weigh between 1,499 and 1,300 g is recorded (200 g of tolerance), the fish shall be deemed not valid and the related competitors will not receive any penalty.
    If the fish weighs 1,299 g or less, it shall be deemed not valid and the related competitors will be sanctioned with a yellow card.
    These provisions shall be included in the program and reminded at the first team captains’ meeting. The organizers shall formally inform F.I.P.S.e.d.’s Technical Commission should most carps in the waterbody selected for the championship not weigh at least 1,500 grams. Should that be the case, the 1,500 g fish minimum weight shall be reduced. Fish shall only be kept alive in carp keepnets (only 1 fish per keepnet). During the competition, the keepnets shall be immersed into the water to their full length, and shall contain no lead, ballast, or any other object. Throughout the competition, no other system for preserving the caught fish shall be used. Competitors shall have a sufficient quantity of carp keepnets. Any caught fish that is smaller than the minimum legal weight or is mutilated, shall be seized by the weighing team, and the “pair” concerned shall be given a yellow card.
    In the event of any lack of keepnets, the stewards shall be asked to weigh some fish in order to free a few keepnets.
14. It is forbidden to use animal baits and ground baits, both living and dead, fish roe and
    products of metal origin (red card).
    Only the following shall be authorized:
    • - Fresh or frozen meals, covering mixes;
    • - Seeds, boilies and pellets – natural or artificial.
    Any agglomerate of the above-mentioned products shall not exceed the size of a 70-mm diameter sphere. Argyle, bentonite and baiting-leads coated with covering meal are forbidden (red card).
    For the 72-hour angling activities, the amount of solid fish food for both ground baiting and hooking shall not exceed 200 kg per “pair”; said amount may however be reduced depending on the venue.
    At the end of the competition, any ground bait waist shall not be thrown into the water or abandoned on the venue (yellow card).
15. The competition shall consist of a single 72-hour leg.
    Up until 20 teams, the venue shall be separated into 3 sectors, each one of which shall include one of the “pairs” of the participant Nations. In the case the participant Nations are 21 or more, it will be a task of the Technical Commission, upon advice of the organizers, to determinate whether to separate the venue into 3 sectors or, rather, into 6 sub-sectors.
    In the event of a forced interruption (e.g. a thunderstorm, demonstration, natural disaster, etc.), the Jury may validate the leg, provided that it lasted at least 48 hours.
    The Jury can decide to reduce the duration of the leg if the competition schedule does not allow continuing angling for the 72 scheduled angling hours.
16. Each competitor is expected to fully abide by the competition rules (yellow card).
17. Obligations, Prohibitions et Authorizations.
    Obligations:
    • 17.01- Reels shall compulsorily feature a fixed drag (red card).
    • 17.02- Rod length is limited to a maximum of 4.00 meters (red card).
    • 17.03- The lines shall be stretched inside the angling area marked by the axes of the
    • peg’s side implantation. Baiting outside such angling area is forbidden (oral warning). The lines must be cast with a rod and without any other means (yellow card).
    • 17.04- Only a single hook shall be allowed for each fishing-line (yellow card), and the
    • “hair rig” or other recognized or commercially available method of attachment commonly used in carp fishing is compulsory. Zig Aligners, bait crews/spikes, or rings are permitted.
    • 17.05- Only angling with a lead of a minimum of 50 g shall be allowed. Should the line
    • break, the assembling system used shall allow the fish to easily free itself from the lead (yellow card). Similarly, the fishing line shall feature an “anti shock” system preventing breakage when casting (yellow card).
    • 17.06- During the throwing of the tackles, the lead shall not make any lateral movement
    • in the box. Lead movements shall only be in the box-water and water-box directions (oral warning).
    • 17.07- The perimeter of the fishing areas may be marked by floats, which may or may
    • not be luminous. Said landmarks shall be placed inside the angling areas marked by the pole axes of the peg sides. Said landmarks may remain there throughout the competition, but shall be removed at the end of the competition.
    • 17.08- Keepnets and 2 damp reception beds are compulsory. Their size and quality shall
    • ensure the fish safety. The keepnets and the damp reception beds shall be dampened before putting in the fish (red card).
    • 17.09- Competitors are forbidden to cast their line and angle in a neighboring sector or
    • peg (oral warning). The control of this rule compliance is of exclusive responsibility of the members of the Jury, of the general steward of sector or of the steward assigned to the competitor. In no case will interference from third parties (Captains, Delegates, Athletes, spectators, etc.) be allowed.
    • 17.10- After the weighing, the fish shall be put back into the water alive and with care (red card).
    • 17.11- Fishing tents (biwys) are compulsory inside the boxes (yellow card).
    • 17.12- At the end of the competition, the pegs shall to be left absolutely clean (red card).
    • 17.13- During the night (8.00 p.m. to 8.00 a.m. the following morning), only captains and stewards may remain in the fishing area allocated to them in the sectors. Only captains may enter their competitors' boxes, but only if accompanied by a steward or a captain of a different nationality. Two captains may stay together in the same sector, but only one captain may enter the box at a time (yellow card).
    • 17.14- The fish caught shall only be valid on condition that the sinker used for casting is still hanging on the line (yellow card).
    Prohibitions:
    • 17.15- Fishing using floats is forbidden (red card). Angling with swing feeder, swing tip, quiver tip and resorts baits is forbidden (red card).
    • 17.16- Using remotely controlled devices and echo sounders is forbidden (red card). Using drones is prohibited during competition, except the special cases authorized by the International Jury, on the advice of the Technical Committee.
    • 17.17- It is forbidden to light the water by means of torches or lamps (red card);
    • however, it is allowed to use illumination aids inside the tent (discrete lighting with a frontal torch shall be allowed to net fish). 17.18- All devices propelled by compressed air, gas or electricity are forbidden (red card).
    • 17.19- Vehicles are not allowed to circulate at night, except for those of the organizers (yellow card).
    • 17.20- Deliberate foul hooking of fish is prohibited (red card).
    • 17.21- All kinds of fire are forbidden inside the tent (red card).
    
    Authorizations:
    • 17.22- Back leads shall be allowed but the stewards may order their withdrawal at any time, in order to verify the angling axes.
    • 17.23- Using electronic, acoustic and visual bite signaling units is allowed.
    • 17.24- One competitor - or two in the event of a simultaneous catch – may only enter the water up to his/her boots (below the knees) to net a fish or put it in the net (oral warning).
    • 17.25- The catching of a fish is valid, even if it is accidentally hooked outside its mouth.
    • 17.26- Any fish caught in a pair’s ring and trespassing on the ring of a direct neighbor, shall be valid and attributed to the catching pair.
    • 17.27- If a fish caught by an angler hangs the neighboring angler’s line, outside his fishing zone, the fish shall be deemed valid and attributed to the catching pair.
    • 17.28- If two anglers catch each one a fish (2 fishes) and the two anglers’ lines hang on each other, the two fishes shall be deemed valid.
    • 17.29- During the competition, anglers are allowed to use any auricular, telephone or walkie-talkie.
    • 17.30- When fishing with a Zig Aligner and a long end of fishing line, the line may be retrieved by hand to net the fish. In this case, if the rod is not in the competitor's hand, it shall be on a stand in an upright position and not placed on the ground.
    • 17.31- The use of platforms or pontoons is permitted as long as their height does not
    • exceed 1 meter above the water surface. Under no circumstances may the front of the platform exceed the bank. If the water level drops during the competition, the platform can be moved. The slope between the front and the back of the platform may not exceed 15 cm per meter.
    • 17.32- The use of a ladder is permitted as long as it is placed in an absolutely safe condition, is stable and has a maximum height of 2 meters. The competitor's safety must be a priority.
18. Competitors may keep and assemble as many rods as they wish, but they are only allowed to fish with a maximum of 4 rods per “pair” at any time (red card). Extra rods shall be placed vertically outside the angling rod pods, whereas the rods used to place the luminous landmarks shall be identified, marked out, and they shall not be located on the rod pod for the rods in use (yellow card).
19. Only the competitors shall be authorized to use landing nets (yellow card). Round landing nets shall have a minimal diameter of 70 cm; the triangular ones shall have an entrance (base) of minimum 70 cm (yellow card).
20. Competitors are not allowed to receive any external help (yellow card); only the team
    captain is authorized to access the angling peg of the competitors of his team. The captain may only give verbal instructions and may not carry out any physical action that may be of help to his competitors (weighing, carrying carp sacks, putting fish back in the water, arranging rods or equipment, etc.) (yellow card). A team captain shall not be allowed into the peg of a “pair” who is not part of his team (yellow card).
21. Competitors may use the space of the peg allotted to them however way they wish. Inside the peg allotted to them, the competitors shall move discretely and noiselessly. All angling actions shall only take place inside the peg (throw-in, recuperating, ground baiting and netting) (yellow card).
    The use of “flashes” or any other lighting system is forbidden at night (from 8.00 p.m. to 8.00 a.m. the following morning) (yellow card).
    The use of privacy screens or covers is authorized, but rods and rod supports ('rod pods') must be visible from the outside (yellow card).
22. The anglers shall wait for the first signal before entering their peg; after the signal, the competitors may start preparing their equipment, testing their lines, measuring depth and preparing their ground bait (see quantity-related provision in article 14) (yellow card). They shall be allowed 120 minutes to perform said preparatory operations; anglers are not allowed to get out of their pegs during preparation.
    During this first period, it is not permitted to bait or put fishing lines in (yellow card) When the second signal is given, the anglers may start ground baiting and fishing.
    Only manual baiting or baiting using a catapult manipulated with both hands (of the type used for throwing baits), tubes for throwing boilies handled with one or two hands, big spoons with handle or grip held by one or two hands, catapults placed on the ground and handled with two hands, the propulsion power of which must be elastic bands or, possibly, springs, soluble bags, soluble wires, baits rockets with a dimension that does not exceed 70 millimeters at the inner diameter and 200 millimeters of length, thrown by means of a fishing-rod are allowed. From 6.30 p.m. until 8.00 a.m., it is forbidden to use the catapults and bait rockets placed on the ground. Only throwing sticks for boilies using one or both hands and the catapult handled with two hands are authorized. Except for the aforesaid time interval, baiting is allowed with all baits and systems envisaged by the rules.
    The third signal shall warn the competitors that they have only 15 minutes left before the end of the competition.
    The fourth signal shall mark the end of the competition.
    Fifteen more minutes shall be allowed to take out of the water any fish hooked before the 4th signal.
    In this event, a fifth signal shall be given 15 minutes after the 4th signal; after the 5th signal, only the fish that is fully out of the water shall be counted.
    The acoustic signals for the different phases of the championships shall be short; in all cases, the beginning of the signal is taken into consideration.
23. During the competition, individual stewards shall stand behind the anglers, on their right
    or left side, in such a way that they do not bother the anglers, but can still control the fish caught by the competitors assigned to them. Carp keep-nets shall be positioned so that the stewards can see them; the fish shall be put in the net and kept alive until the weighing team arrives (yellow card).
    In the event that the organizing nation does not have a sufficient number of stewards available, each competing nation shall offer the use of its own delegate for a period of 4 hours during the course of the competition.     WEIGHING OPERATIONS
24. The weighing operations shall be performed by three teams composed by 2 elements each (one team for each sector). All weighing procedures must take place as soon as possible and at least every 2 hours. The weighing must be carried out with a scales certified with a conformity certificate; the scales shall be suspended on a tripod placed on the ground in the official corridor (Zone B). In the three sectors, the scales must be identical, both as regards the model and the brand and with a graduated scale with indications every 50 grams.
25. The weight marking shall be visible to both by the stewards and the competitors of the “pair”. Apart from stewards, the competitors concerned and their team captain, no other person, except the Jury members, is authorized to intervene, neither verbally nor in any other way, in the weighing operations. One person will be in charge of weighing. Another person shall be tasked with registering the weight in the official document.
    Two scales shall be provided for each sector. The carp keepnet provided by the organization shall be compulsory for the weighing of each fish; it will be dampened and tared before each weighing. Carp keepnets shall be of a special type, suitable for the weighing of carps; they shall be made of a soft, synthetic material, which is permeable and fret worked. The keepnets shall be identical for all three sectors. Weights shall be recorded in grams.
26. Until the arrival of the weighing team at their boxes, the competitors shall leave their carp
    keepnets in the water. Only the members of the pair may retrieve the fish, place them on a mat suitable for this purpose and put them in the weighing bag Только члены двойки могут извлечь рыбу, положить ее на подходящий для этой цели мат, и положить в мешок для взвешивания.; after weighing, the fish shall be put back into the water under the supervision of the stewards (after weighing, the fish cannot be put back into the keepnet). This operation shall be performed with great care (yellow card).
27. The two anglers making up the “pair” shall be present in order to witness the weighing operations and sign the weighing protocol, where the weight of the catch is recorded. Once the weighing procedure is over, the fish has been put back into the water, and the weighing protocol has been signed, no complaint about the weight shall be accepted.
    
    THE JURY
28. An international Jury shall be appointed to examine any complaints lodged and to apply penalties as per the rules; the Jury shall be established at the first team captains’ meeting.
    The Jury shall consist of the following members:
    • - F.I.P.S.e.d.’s President, or a substitute delegated by the President;
    • - F.I.P.S.e.d.’s General Secretary;
    • - The members of F.I.P.S.e.d.’s Executive Committee;
    • - A delegate representing the organizing Nation, unless he/she holds the same nationality as the above-mentioned members, except for the F.I.P.S.e.d.’s President (or his substitute) who shall be the President of the Jury ex officio.
    The Jury members shall be at least 3. If this number is not reached, some delegates from different Nations shall be chosen by drawing lot. These delegates cannot have the same nationality as the F.I.P.S.e.d.’s representatives and the organizing Nation.
    These delegates shall be enrolled on the team registration form; captains cannot be appointed as delegates.
    In the event of any infringement by a “pair” or a team holding the same nationality as a member of the Jury, such Jury member shall not vote (except if he/she is the President of the Jury).
    The members of the Jury shall wear a “Jury” badge, and shall be at the competition venue to receive any complaint. Jury members can be reached by mobile phone, so team captains will receive their mobile numbers.
29. Any complaints, except for those concerning the rankings, shall be submitted to the Jury within 1 hour after the publication of each temporary ranking or the end of the championship. Complaints shall be lodged verbally, but they shall immediately be confirmed in writing.
    Should the Jury deem it necessary, and only in this case, photos or videos submitted by the delegate of the complaining team may be viewed. Only videos and/or photos incriminating a competitor or team that allow an official complaint to be lodged with the Jury will be taken into consideration, provided that they have not already been circulated or shared on social networks. In this case the photos and videos will not be accepted as evidence and the complaint will not be admissible.
    Complaints concerning the ranking shall be lodged within 30 minutes after publishing of the official results. The publishing time shall be recorded in the official result list.
    A € 200 deposit - for which the F.I.P.S.e.d.’s General Secretary or his delegate shall issue a receipt - shall complement any written complaint submitted to the Jury. Should the complaint not be judged grounded by the Jury, the deposit shall be transferred to F.I.P.S.e.d.’s bank account.
    All infringements and warnings shall be reported to the Jury, with the Jury being the only authority enabled to disqualify anglers. Any “pair” who is imposed a penalty shall be informed immediately.
    The Jury members and all general stewards shall make sure the Rules are abided by. Hence, they shall have a thorough knowledge of such Rules.
30. The Rules, which are drawn up in the 2 official languages, shall be made available to the Jury and the team captains by the organizers of the championship.
    The international Jury will make its decisions on a simple majority basis; in the event of a tie vote, the President of F.I.P.S.e.d. or his/her delegate shall have a casting vote.
    All members of F.I.P.S.e.d.’s Executive Committee shall wear a personal badge; they shall be entitled to circulate in the officials’ corridor (Zone B). Said badges shall only be valid for the Executive Committee’s term of office (4 years).
    
    LIST OF PENALTIES
31. The penalties shall be as follows:
    • a) Oral warning for the infringement of articles 6 (third §), 10 (fourth §), 17.03, 17.06, 17.09 and 17.24.
    • b) Warning (yellow card) for the infringement of articles 6 (fourth §), 6 (sixth §), (third §), 13 (third §), 13 (fourth §), 14 (fifth §), 16, 17.03, 17.04, 17.05, 17.11, 17.13, 17.14, 17.19, 18 (second §), 19, 20 (first §), 20 (second §), 21 (second §), 21 (third §), 21 (fourth §), 22 (first §), 22 (second §), 23 (first §) and 26 and for the second infringement of articles 6 (third §), 10 (fourth §), 17.03, 17.06, 17.09 and 17.24.

    • e) When a “pair” is disqualified, a number of points equal to the number of the participating “pairs” + 1 will be assigned to it. If a “pair” is disqualified, the “pairs”, which follow upon it in the ranking, will keep their original ranking (for example: X that was qualified 8th is disqualified, the subsequent “pairs” will keep their places and will mark 9 points, 10 points, and so on).
    • f) Any warning given to a Nation shall be recorded in that Nation’s file and shall remain in the files for a period of 3 years starting from the date of the sanction. Any new infringement committed in the following 3 editions of the same championship shall be considered as a “relapse” and the Jury shall make its decision considering such relapse and the list of penalties.
    • g) Any warning given to a “pair” shall be recorded in the pair’s file for a period of 3 years starting from the date of the sanction. Any new infringement committed in the following 3 editions of the same championship shall be considered a “relapse”, and the Jury shall make its decision considering such new infringement and the list of penalties.
    • h) F.I.P.S.e.d.’s Executive Committee shall be entitled, both during a competition and subsequently, to impose penalties on fishermen, captains or reserves if they infringe any rule or misbehave, even if said infringements are not provided for in the official Rules.
32. The members of F.I.P.S.e.d.’s Executive Committee may access the competition venue and take note of any infringement of the Rules.
    
    RANKINGS
33. 1. RANKING BY SECTOR
       • a) Ranking by sector or sub-sector shall be drawn up based on the weight (1 point per gram). The competitor who recorded the highest weight shall be given 1 penalty, while 2 penalties shall be attributed to the second one, and so on.
       • b) In the event of a tied score (same weight) in the same sector or sub-sector, the “pairs” concerned shall obtain a number of penalties equaling the average placing they should have had (example n° 1: two “pairs” placed equal 5th shall obtain (5+6):2 = 5.5 penalties each; example n° 2: three “pairs” tying in the 8th placing, totalise (8+9+10):3 = 9 penalties each).
       • c) “Pairs” who have not caught any fish will receive a number of points equal to the average value of non-attributed places in their sector or sub-sector (example n° 1: 24 “pairs”, 12 of whom rank at the first 12 places with penalties ranging between 1 and 12, the following “pairs” will mark (13+24):2 = 18.5 penalties each; example n° 2: 29 “pairs”, 5 of whom have caught fish and scored 1 to 5 points - the 24 “pairs” who have not caught any fish mark (6+29):2 = 17.5 penalties; example n° 3: 29 “pairs”, 26 of whom have caught fish, whereas the 3 “pairs” who have not caught any fish will score (27+29):2 = 28 penalties. If there is only 1 “pair” who has not caught any fish or one or more absent “pairs” in a sector or sub-sector, they shall obtain a number of penalties equaling the last position in the sector or sub-sector (example: 29 “pairs”, 28 of whom have caught fish, whereas one “pair” has not, the latter will get 29 penalties).
    2. GENERAL TEAM RANKING
       Up to 20 Nations, the ranking shall be drawn up by sector (as always).
       If there are 21 participating Nations or more, upon decision of the F.I.P.S.e.d. Technical Committee, sectors may consist of two sub-sectors. In the event of an odd number of “pairs” (example: 2 sub-sectors with a total of 23 participating Nations: the “pair” located in number 12 shall be considered in both sub-sectors: for ranking purposes, such “pair” shall be attributed the place obtained in the sub-sector with the smallest number (1 to 12), while the score obtained in the other sub-sector (12 to 23) shall be considered for the ranking of the “pair” in that sub-sector. If the “pair” ranks 3rd in the 12 to 23 sub-sector, the other “pairs” shall rank 1st, 2nd, 4th, 5th, 6th, 7th, 8th, 9th, 10th, 11th and 12th).
       The general team ranking shall be drawn up as follows:
       • a) Total of the penalties obtained in each sector or sub-sector by the “pairs” of the same team; the national team with the lowest number of penalties shall rank 1st, and so on.
       • b) In the event of a tie on penalties, the teams concerned shall be ranked by the highest total aggregate team weight obtained by the “pairs” of the same team throughout the competition.
       • c) In the event of a tie on weight, the heaviest weight obtained by a “pair” shall prevail.
       • d) Should two or more “pairs” have obtained the same weight, priority shall be given to the “pair” that has caught the biggest fish.
       • e) In the event of a new tie, priority shall be given to the smallest number of fishes caught.
    3. GENERAL “PAIR” RANKING
       • a) The “pairs” that ranked first in each sector shall run for the top positions in the general ranking; the ones who ranked second in each sector shall compete for the following positions, and so on.
       • b) In the event that the competition venue is divided into sub-sectors, the ranking of the “pairs” must be made by sector and not by sub-sector. The “pairs” that will award the first place in the three sectors will therefore be classified, in order of weight, first, second and third in the final classification, those ones that are in second place in the sectors will be fourth, fifth and sixth, etc.
       • c) In the event of a tie on penalties, the “pairs” shall be ranked by the heaviest weight obtained.
       • d) Should two or more “pairs” have obtained the same weight, priority shall be given to the “pair” that has caught the biggest fish.
       • e) In the event of a new tie, priority shall be given to the smallest number of fish caught.
       • f) In the event that one or two substitutions have been made in a “pair” that at the end of the competition has obtained the right to get on the podium, the medals and diplomas will be awarded to the competitors belonging to the “pair” that completed the competition.
    4. NATION RANKING
       A world or zone ranking per Nations shall be drawn up for all championships, taking into account the best 5 results over the 6 past years; such ranking list shall be updated every year and published on the F.I.P.S.e.d.’s website.
       The Nations included in such ranking that, for any reason, do not participate in a championship, shall be given a number of penalties equal to the number of participating Nations for that specific year + 1.
34. The ranking will be established by a person mandated by F.I.P.S.e.d. or, lacking this person, by the organizers, in the presence of F.I.P.S.e.d.’s President or in the presence of his representative and, possibly, also in the presence of the members of the Jury.
    
    “CIVIL LIABILITY” INSURANCE
35. The organizers shall take out a “CIVIL LIABILITY” insurance to cover the whole event (from the eve of the competition to the end of the final dinner); a certificate issued by the insurance company, certifying that the whole event is covered by a “CIVIL LIABILITY” policy shall be handed over to the President of F.I.P.S.e.d. two months prior to the competition.
    
    TRAINING
36. Training at the venue during the 7 days prior to the competition is forbidden (red card to the team). In any case, the organizers shall grant to all participating Nation the possibility to train on the venue before the 7 days of closing.
    
    ELECTRIC POWER LINES AND PLANTS
37. It is strictly forbidden to place competitors at a distance of less than 50 meters, on both sides, from any electrical plant (electrical lines, transformers, trellises, etc.).
    
    RULES IN THE EVENT OF BAD WEATHER OR WATER-RELATED CONDITIONS
38. 1. WHEN BAD CONDITIONS BREAK OUT BEFORE OR DURING PREPARATION
       No angler shall be allowed to access his/her peg or prepare his/her material; a signal shall indicate the postponement of the access into the angling peg or the end of the preparation phase. If the weather or water-related conditions and the competition schedule allow, the competition may be regularly performed.
    2. IF BAD CONDITIONS BREAK OUT DURING THE COMPETITION
       The competition shall immediately be stopped (a 1st signal will be emitted by the organizers) and all competitors shall take shelter outside the pegs (red card). If the weather or water-related conditions allow, the competition shall then continue and a 2nd signal shall inform the competitors that they may return to their pegs; a 3rd signal, 5 minutes later, shall authorize the competitors to resume angling. The interruption duration shall not be added to the initial 72 hours.
       The Jury may shorten the duration of the competition if the competition schedule does not allow angling for 72 hours.
    
    The competition shall be validated if it lasted at least 48 hours.
    
    ANTI-DOPING CONTROLS
39. F.I.P.S.e.d. adopts the World Anti-doping Code applied by C.I.P.S.
    During a championship, the anglers selected to undergo anti-doping controls shall imperatively go to the designated place at the indicated time, following F.I.P.S.e.d.’s or the Jury’s guidelines. When an angler selected to undergo anti-doping checks does not report for the controls, the concerned “pair” shall be disqualified from the competition and shall be given a penalty corresponding to the bottom rank in the ranking + 1 (red card).
    Cost of Anti-doping controls at the championships на ЧМshall be borne by the organizing Nation. All contacts with the N.A.D.O. (National Anti–Doping Organization) of each Nation shall be exclusively kept by C.I.P.S. as controlling authority комитетом контроля СИПС.
    The organizers shall be responsible for the fishing material and equipment of the angler drawn to be tested, while he is undergoing the anti-doping control.
    C.I.P.S., in quality of Testing Authority, will issue the relevant mission order on the ADAMS System, with the concerned instruction for the doping control tests.
    A copy of the Doping Control Form (DCF), signed by the Doctor who has provided the tests, must be sent to the C.I.P.S. Secretariat cipssecretariat@cips-fips.com or delivered immediately after the competition to the F.I.P.S.e.d. official delegate present on place, who will forward it to C.I.P.S.
    The athletes participating in the Championships, by registering, implicitly accept all WADA anti-doping rules.
    An athlete whose illness or condition requires treatment with a prohibited substance or method must apply to C.I.P.S. for a Therapeutic Use Exemption (TUE) following the C.I.P.S. strict TUE application process.

    ADVERTISING ON BACK-NUMBERS
40. Advertisements shall not be obligatory.
    The size of the advertisement characters on the back numbers shall not exceed a height of 6 cm; this form of advertisement shall only be authorized on the lower part of the back number, both on the front and on the back sides.

    A € 500 fee shall be paid by the organizing Nation to C.I.P.S.’s disposal (to be paid to C.I.P.S.’s bank account).
    
    OPENING CEREMONY AND AWARDING OF PRICES TO THE WINNERS
42. The opening and presentation ceremony for the teams and the award ceremony for the winners must be opened with the official C.I.P.S. anthem.
    The opening ceremony and the presentation of the teams shall take place the eve of the competition at 6:00 p.m. Said ceremony shall not last longer than 2 hours, and shall not end later than 08:00 p.m.
    The top 3 teams and the top 3 “pairs” shall officially receive a GOLD, a SILVER and a BRONZE medal respectively. In conformity with international standards, during the prize awarding procedures, the national anthem of the winner (team or “pair”) shall be played, and the national flags of the top three “pairs”/teams shall be raised. The medals shall be paid for by F.I.P.S.e.d. and shall be handed over by F.I.P.S.e.d.’s designated representative.
    World Champion Athletes (both individual and team) will additionally receive a patch to be applied to their national team uniform in order to be identified as world title holders for the current year.
    During the individual prize-giving ceremony, the fourth and fifth classified must also be called to the podium, but no medals will be awarded.
    A certificate stating the results obtained shall be delivered to all the three first-ranked Nations official members, who shall be present at the prize-giving ceremony, as well as to the five first-ranked “pairs”.
    Any other reward shall be equally awarded to all participating Nations. All participating Nations shall provide their flags and the recordings of their national anthems.
    During the ceremony announcing the official results, a maximum of 11 people representing a Nation may stand on the podium for handling out the medals, while the national anthem of the winning nation is being played.
    
    RULES VERSIONS
43. In the event of any dispute arising from or in connection with the interpretation of these Rules, only the French version shall be considered as the original and reference text.
    
    OBLIGATIONS OF THE ORGANIZING NATIONS
44. The organizing Nation of a World or Zone (Europe, etc.) Championship shall:
    a) Have the F.I.P.S.e.d. trophies engraved (plate or logo);
    b) Send out official programs and information about the championship in the 2 official languages (English and French).

    ANNEX: CIPS - Transgender No transgender competitor, i.e. any competitor whose birth certificate shows her original gender as male, may be admitted to participate in the Women's Carp Fishing World Championship (FIPS-Ed), the Ladies Long Casting of Sea Weights World Championship and the Ladies Shore Angling World Championship (FIPS-Mer), and the Ladies Fly Fishing World Championship (FIPS Mouche). This decision by the CIPS Presidium results from the fact that physical performance (ability to cast longer distances) and physical endurance are particularly important skills in those disciplines that do not only depend on technical ability and this could lead to disparities in comparison to other competitors. If a complaint is made against an athlete deemed to be transgender or in the case of doubts of the International Jury, the classifications will be drawn up and the resulting awards will be made, but these will be considered sub-judice. Only after the athlete in question has submitted the required birth certificate proving the non-sex change the results will be homologated and made officially as definitive. If it is established that the athlete has changed sex and is therefore not entitled to take part in the championship, the athlete and her entire team will be disqualified and the rankings and prize-giving will have to be redone.
